We read the elevation before we look at the glass. A blocked hopper head or a split gutter above a window will streak that pane again within a week, so it gets reported rather than cleaned around, and a run of white staining below a stone cill or a coping usually means water is taking a route it was never meant to take. On the window itself the checks are the putty line, the paint on the glazing bars, the drip groove under the cill, which packs with moss and then lets water run back into the wall face, and the cames and perimeter cement on any coloured panel, which we test with a fingertip before a brush goes anywhere near.
